Hey, I'm fine with that, as long as ambulatory visitors are fine with being separated into groups of two.
This is the requirement for paratransit type service. As a PP suggested, this can be an alternate to the regular bus service which could remain available to them but with a twist. If the person wants to use the paratransit with one other person, they could. If they want to use regular bus service, the wheelchair or ECV user would wait in the regular line until close to the end when they are separated for bus ramp loading along with up to the 5 others permitted under current rules. If that person wants to travel with more than the allowed number of people, the extra people can board the front of the bus like everyone else and not jump ahead. Disney could even set up paratransit reservations on their app so it can be waiting for the person.
