OK, Jan, I asked a friend who is in the restaurant business downtown Charleston what building that was above. Here is his answer(but he does not have the exact address):

The building is the front of a former restaurant called Saracen. It is
on East Bay, right next door to Wachovia Bank. From what I heard it is
a very beautiful building...mostly from an interior aspect. It sits
empty now, but for a long time, was the "front" for a bar called
Charley's Little Bar. I say front because the actual entrance to Charley's was on the backside of the building...and also because Charley's was a well
know late night type place where those who enjoyed cocaine would
frequent. There was a mysterious, secret room off to the side of the main
area of Charley's which had people coming in and out, which didn't
contain a bathroom or another bar. Needless to say I didn't hang out there
very much but thought I'd pass along this tidbit for you.
Saracen however was a very fancy, smancy place with froi gras and
caviar and the like.

beautiful building but quite the seedy past i guess:eek: :rotfl: it looks very old and had stained glass ceiling panels inside..I'm surprised it wasn't really trashed in side(might be worse than i could tell) Thanks for finding out for me.
