It would be amazing to have both open. I love the waterparks and enjoy having both.
I wish they’d just close one permanently if they’re not going to reopen them both…
We have never been, and despite knowing a lot of WDW people, don't personally know anyone who has visited TL or BB.When Disney opened it's waterparks, they were unique, not many existed. Now, they are everywhere, including hotels built specifically around water parks (Great Wolf Lodge). River Country may have been the first water park in the US - or at least close to it. The uniqueness has worn off and Disney really hasn't updated their parks to keep up with all the new innovations. They don't compete with Volcano Bay in terms of "rides" and Disney is no longer superior in theming (comparing to Universal). Labor is expensive and they have trouble staffing theme parks (hence the DCP) and it's a challenge to find people who can pass the deep water life guard test (and they are paid more). I don't see them opening both water parks at once. And there is just too much to do now, with 4 busy theme parks on Disney property and with Epic Universe opening, there isn't enough time to pay to go to a waterpark, not at nearly $100 per adult. We went to TL last year (it was included in our park tickets), we stayed for just a little over an hour, it was very crowded for supposedly the off season and that many people in the water/lazy river (including very young children) skeeved me out. Not for me.
I guess they're technically "giving it possibly away", but I can't imagine many guests will use it. Yes, I know there will be some, but the fact that it's just 1 day and can only be on your checkin day is pretty limiting. If they were actually trying to make it a perk and wanted to give it away; then offering to upgrade your regular ticket to include water parks would have been of much more value.We have never been, and despite knowing a lot of WDW people, don't personally know anyone who has visited TL or BB.
They are now literally giving it away to all on-property guests.
Makes me think, as Disney continues to get smaller in many ways, if they are reevaluating the future of these projects.

We are an even worse situation... Our original plan was to drive in and arrive around 4 PM the first day because we can't come in the morning...My family is planning to use it on our check-in day this summer, and we'll save money by only buying park hoppers instead of the water park/sports option we've bought in previous summers. Sure, we'd rather have a mid-trip water park break, but we're fine with the value proposition of getting to go for free if we go on the first day instead of paying for an option to do it later.
Why?We are now considering SHORTENING our trip by a day so that we can make use of the water parks access the first day.
We go to WDW at least 5 times a year, so it might be fun to try something new out for free , and it isn't like we won't be back.Why?
I mean, I get that it is free, but still. If it is not something you would ordinarily do, it's not actually saving you anything.
There just isn't enough staff and the area doesn't have people beating down the door to become a lifeguard.
Then rotate them better, again its just excuses to not find ways to offer both during the peak season.
