I have had the same problem, except it was with three kids and two adults. I would put the 11 month old in the car seat and carry It on the plane with the child in it. One of the other adults can carry the two carry on bags and the other can carry the other car seat. When we would travel through the airport we would put the sar seats on top of the strollers.
