Homemade Cookies on a Plane?

Weird question - even for me - can we take homemade cookies on a plane carry on? Something we can snack on while on the plane and at the hotel the night before the cruise?

There is no restriction on fresh fruit on domestic flights.
I don’t think TSA has an issue with this, but I do think the state of California does. I know they confiscate some fruits and vegetables when driving to California, and all citrus is forbidden. I assumed flying into California would be the same. Sorry if I was mistaken.

But then it would apply to both carryon and checked luggage.

Fascinating. But realistic with their citrus industry. And, yes, she is flying to CA (as you probably knew).

California currently doesn't do agricultural inspections for passengers arriving by plane. They theoretically can add them, but as far as I recall they only do it when there is a specific major risk that they are trying to mitigate. But even without the inspections, you're right that there are indeed restrictions on certain fruits and vegetables.
 
I saw a news report about this in regards to Thanksgiving leftovers. Any liquids must be checked baggage, any solids can go in carryon. Ice: TSA says if it’s frozen when you get through security okay ( that I find hard to believe). But bring lots of cookies! enjoy!!!

It's absolutely true that you can bring any food OR drink that is frozen solid when you go through TSA, refardless of size. I do it every time I fly cross country. I bring a 12oz protein shake, frozen solid. Sometimes the condensation around it triggers the x ray machines, but once you show them its frozen, it's all good.
 
Also, I live in CA and obviously fly into the state every time I travel and bringing produce is not an issue. Literally no one cares and there is no checkpoint or anything.

That does raise a question. If you come to California by car, there IS an agricultural inspection station in Truckee on Interstate 80 and they do confiscate fruit and vegetables. But no such inspections if you fly in. Wonder why?
