I have done international to international (several times) and can confirm that you DO need an ITIN number, except where the seller is not applying for a withholding certificate (this would only happen if the seller did not want to claim the withholding tax back, so unlikely unless it is a small contract).I am having the most awful time with resale. I feel semi better that Aulani and First American seem to be troubling everyone.
The issue is the title company now insists I need an ITIN (as the buyer). This came last second, I’m also like 75 days in now.
But the information I’m receiving is so incredibly inconsistent. FIRPTA specialists in Canada are telling me the information is wrong.
Has anyone else ever done international to international? I actually can rescind the whole contract as there is an email chain on purchase offer that I was given the incorrect information. Half venting…

I applied for my ITIN in Jan 2024 - it took around 8 weeks.
I’m UK based. I had 2 choices, either U.S. embassy or an ‘acceptance agent’. Agent was much easier and was able to do everything online. These are specific firms authorised by the IRS to deal with the ITIN forms. Hopefully you have an equivalent in Canada.Did you get your passport certified with Service Canada / Passport office (making an assumption on your nationality) or did you need to do it through a US embassy office?
