Who or where should issues re. vacation packages be addressed?

I am posting for a friend. They booked a vacation package for 4, including tickets that had express passes, at Sapphire Falls. They added the express passes. They have a special needs son and they booked in November. They had to change their arrival date by one day, and called as soon as they found out, about 1 week later, on December 9. They were informed it would be no problem but the computer was having glitches and to call back within 2 to 3 days to make sure it went through. They admittedly forgot to do it and when they called back, they said it did not go through and now their package price increased by $900! The person they talked to was very nice but her supervisor was a jerk. They just want to know who or what department can they contact regarding their issue?
