Interesting that you are asking this question. We fly to MCO at least twice a year and my husbands bag has been the same on that he has used for at least 10 years. On our last trip at the MCO Skycap the weight was fine at 45 pounds but he noted that the bag was to bulky and that it was now an oversized bag. He said it was just a warning but to be aware that they are getting picker about bags. Note to self to measure the bag I guess.
Some parts of it are about how we pack and use our luggage that might make something that seemed fine in the past not so much anymore. My comments below are mostly about soft-sided luggage with exception to the wheeled part as that affects hard-sided as well.Is anyone having a struggle with SW on checked bag size? My luggage is big and by manufacture dimensions is 60in. SW baggage dimensions are 62in. Out of my home airport no one has said boo about my bags. At MCO in Oct and just last week the individual taking our bags has whipped out their tape measure kind of ran it over the top and down the side and announced that they think my luggage is over sized and they are noting it in my file and they will "let it go this time but next time it will be $200". I have reached out SW and am waiting for a response. Was I just the lucky one on my last two flights out of MCO or has this happened to anyone else lately? Also the bag was 4 pounds under weight and definitely not stuff or expanded.
Not saying this towards any particular person (because people haven't said what their luggage is) but there are people who use more odd shaped luggage either carry on or checked that might be more okay with the dimensions especially if a carrier just lists the total dimensions (instead of what the limit is by length, width, and height which for checked luggage that's how SWA is with just listing the total allowable dimensions) but at the same time as noted as bulky or too large.
If you use the extender if your bag comes with it to get that extra inch of space maybe you think it's okay it doesn't bulge too much but now it actually might do that. The various wheeled ones we have, the entire main part of it can extend out by about an inch by unzipping that extension. Most of the time I don't use that but sometimes I do and I just make sure it isn't poofed out too much. This gives me a bit of extra room but allows it to be pushed down as well and it can fit better.
Some other instances I see is that front pocket is stuffed too full and it bulges out, that would then be the widest part of your luggage and the dimensions of the item a place lists isn't going to include when you put stuff in those pockets.
Also this is a personal preference but I prefer 2-wheeled to 4-wheeled. The majority of 4-wheeled luggage the wheels stick out a lot. Even though we're talking about checked luggage to give an example my husband and I have the basically the same carry on we use for international travel with the same interior capacity (the total dimensions are smaller than what many use for U.S. travel as most international is smaller than the U.S. allows for). My husband's is 4-wheeled, mine is 2-wheeled. His can be extremely (I mean within a few cm) of the allowable limit or right at it just purely because of the wheels. His top handle (not the telescoping one) also sticks out more than mine.

That front pouch we have to be careful what we put in it as it will make it too big for the dimensions (mostly a concern with international).
