Passenger Change on Reservtion?

Hi All, Hoping someone can give me a definitive answer to this problem...

I booked a room on the PCC2.0 for my partner's mother and her friend. Unfortunately, her friend (who's like 90-something) recently had a stroke and may not be able to go (but it's too soon to say for certain).

So, if he can't go, what are the rules for swapping out the second guest in the cabin. I know one person has to remain on the reservation, and that's okay since his mom is the primary on the res, and that isn't changing.

I've heard that you can make a change to the second person in a cabin up to 30 days before sailing without a penalty. True? And, what about less than 30 days? What is the penalty?
