DVC annual pass for 3 year old grandson

We are taking our 3 year old grandson to WDW in September for 4 nights to do the Halloween party. Then we have a large family trip for May 2025. It would be cost effective to purchase an annual pass for him. What to I need to activate his annual pass?

Typically, if purchasing a DVC Sorcerer AP (assuming that's what you're looking to do), those who purchased would need to verify at GR a DVC 'blue card' membership and that all AP purchasers are in that household. Then activation would begin when you scan into a park for the first time. Not sure how that would work for a 3 year-old. And, we last did the id/confirmation thing years ago, and have renewed since - I suppose things could have changed.
