Yes, as far I know, all of these places currently have characters/Mickey.

p.s. at all these places the characters are modified—meaning that they visit from a distance—no hugs/autographs, etc.

I was at Garden Grill last month, and it's a great spot for character interaction, as Mickey, Chip, Dale and Pluto came by our table four times during dinner. They stopped to interact and take photos every time. For what it's worth.
