Is a vacuum necessary?

Personally, I use a broom on our hardwood floors, and for bathroom floors I get a damp rag and get on my hands and knees to wipe them up. For sugar and broken glass, I always use paper towels. If her room is that small, and she is on a tight budget, I would skip the vacuum that will take up valuable closet space.
 
I would want a vacuum. I prefer collecting the dust in a sweeper rather than pushing it around the room causing me to have to dust the furniture more, and then sweeping it into a dust pan.
