I stumbled upon this idea last week with our 11-month-old DGD in the Florida heat. Even though we kept her inside quite a bit, had an infant fan and other heat/sun "stuff", we still worked on keeping her cool.
She loved to play with our frozen water bottles! I used a WDW bottle strap on the bottle that was securely attached to the stroller and just let her play with it. As it melted, the ice inside became a rattle. She also liked the cool water on the outside of the bottle. She didn't get too wet, either. With the bottle attached, she could play the "drop" game and it not touch the ground or be lost.
Just be sure that the lid is on securely! You don't want to take any risks with choking hazards like bottle lids. Also, take off the paper labels.
