Can I do the Tiffins FOLK tier 1 lunch with dining plan (not deluxe) and what about Disney Festival of Fantasy Parade pkg?

Folk-This Dining Package is not Disney Dining Plan eligible.
So no dining plans are valid

I believe the parade package is eligible, but the tier 1 FOLK is not. Seems like the cheaper FOLK is eligible, though.
