Agreed. If they can have Liberty Tree Tavern and Tortuga Tavern without alcohol, there's no reason a Cantina needs to have alcohol.

They say that once you officially step inside the Beast's castle that you are then in France and they can serve alcohol in France. When you leave the Beast's castle you are once again back inside the Magic Kingdom where no alcohol is served. That is how they justified selling alcohol inside the Magic Kingdom. My server told me that the first time I had dinner there.
