Why is Disney doing this? (with international guest)

Why start a new thread?
As you can imagine, this is a pretty major issue to non-US Disney guests. Not being allowed to book any LL until day of will virtually cut international guests out of LL for most/all Tier 1 attractions.

It's understandable that this discussion is different from the standard changes discussion.

So, does anyone know why Disney is screwing the international guest with not being able to book LL in advance?

From what I understand is it's the US just does not have the same privacy laws as the EU. The EU has the most strict laws out there. So I'm not sure what Disney can do in that regard.

What I don't understand is why does it have to be on the app only. Why can't we book on the website like we've done everything else?
 
Never having used G+ previously (but had planned to use it this trip), could you book G+ and LL from your desktop/laptop before? I was under the impression you had to use the app version of MDE for booking G+/LL/ILL/VQ?

I guess since so much is already being done on the app, most people will naturally use that for booking anyway. As soon as something has to go across both app and desktop platforms it's much more challenging to maintain. Not saying it can't be done, just not sure it was worth it until now since until these changes are made, people we vastly using the app anyway as they were already at Disney.

Sure, but any pre-booking we've always been able to do on the website. And this is pre-booking (Just like fast pass) so in light of this issue, I can't understand why they wouldn't allow it be done on the website. Actually especially because of this issue with international guests.
 
For what's its worth I'm a Partner at a law firm with offices in the UK and I specialise in Privacy law, there is nothing in the GDPR that would mean they cant offer this to people in Europe. I work with clients in Canada less often, but the overlap is enough to suggest that same would be true, especially since the more recent legal changes there. Unless they are being advised horribly, or are incredibly risk averse, this isn't (or shouldn't be) a privacy law reason.

They are already subject to all relevant European privacy laws on account of their extra territorial scope unless they can argue they do not offer their services for sale at all to people located in the EU and that they do not monitor or profile those people (who still has MDE location tracking set to always...).

If they do use a company structure to avoid that reach (which I have to say would be my recommendation) there is nothing to stop them offering the passes through the same local company entities (which again would already be subject to and having to comply with these laws) and taking advantage of the same structure.

If it is a privacy law reason, (ie they think they need better contracts, policies or procedures first to meet those obligations) it's something they should be able to change in the short to medium term. Heck, I'll do it for them at no cost if it sorts this out (how often do you hear a lawyer say that :D)

Least fun post I'll ever make, but it's not often I have anything useful work wise to add to the conversations on here!

Unfortunately the credibility of this source has already been shot down by a more credible source on another forum.
What does the more credible source say? Still no pre-booking for international guests?

I think the less credible source is more logical and fitting with the Disney pattern.
