Disney post special rates when they are looking to fill more state rooms on an under selling cruise. These are limited in numbers and can go very quickly. The best thing to do is to check the Disney Cruise homepage under special offers and then choose military rates. They tend to be updated once a week, often on Mondays.

What is the best timeline to find and book a military discounted Disney Cruise?

The MIL discounts are generally offered within the PIF period -- so usually within 90-120 days prior to sail date. It's not something you can book far in advance. If you are willing to wait and can be flexible with your dates, it's usually a really great discount (sometimes good enough that folks will take a cancellation penalty and rebook).

Required to produce CAC at checkin. One time we were 45 minutes down the road when my wife innocently asked, "Do you have your CAC?" I didn't Had to turn around. Whoops.

All retiree IDs work, including reserve/guard retired awaiting pay (gray area retirees).

How to find out when DCL milatary rates are released?
Maybe join facebook group DCLFan which is sponsored by the DIS and Dreams Unlimited Travel and they normally share the article of dates when milatary rates or Florida residents rates are offered.
