There are a few carnival style games next to BWI that you can do that are usually opened by midday. There's some food windows for snacks and a bar for those of you over 21. If not, you can grab some drinks from the margarita booth or windows. There are surrey bikes that you can rent by BWI and of course, you can walk around the resorts, look in the sundry shops and browse around. There aren't a ton of things to see but it's a long walk around the lake. You can also hop over to the swan/dolphin and meander there also. And a little further away if you really need to kill time is the mini golf. Believe the boardwalk entertainment won't start until later in the evening. You can also take the boats around as well for something to do or just hop on the skyliner if you're really bored. Not sure if you'll have kids with you but if it were my kids, I could already hear them saying "they're bored". We love the boardwalk area and while there are things to do, I wouldn't want to meander around there for 3 hours either. If you have kids, definitely have a plan or something in your back pocket ready to go. It's July, it's hot and nobody really wants to be outside any longer than they might have to.
