We have been in Animator's for muster on two of out cruises and it was packed with all seats full and many people still standing. Better than outside of the deck, but still very crowded.
I understand why not wearing masks outside if fine in lots of places, but I am not sure the ship decks will usually be those places. Even without deck parties, the pool deck is often very crowded. How would you create socially distanced lines for the pool deck eateries and bars? Could people sit at the bars with masks off if cast members and other guests are coming to the bars to order drinks? They would have to remove half the tables on the pool deck to allow for more distance, but there are already time when it can be hard to find a table.
