The other day at Star Tours we were waiting for my husband by the FP entrance for about 15 minutes. I watched as people would scan their bands on the Mickey readers. Sometimes they would scan blue and the CM would wave them through and sometimes they scanned blue, she would say something to them and they would walk away. I couldn’t hear what she was saying because Jedi Training was going on and it was very loud. I continued to watch this for some time. Some went through, some didn’t. Can anyone explain this?

A few reasons for not being let through on a blue Mickey........way too early or way too late to use the fp, no fp at all.
CM's, at their discretion, can also let people through on a blue Mickey for those same reasons.

At very busy times of year or when fp lines are really long and bunged up, I notice they let more people in on a blue Mickey just to keep the lines moving.

It's very possible the people who were waved through were entering the ride on a DAS pass. When a guest with DAS gets a return time and then goes back to the ride during the return time window, Mickey turns blue first and the CM must manually allow the party to go through. It's to make sure the guest with the DAS is actually riding the ride.

Ok, this explains it all. I didn’t know they could see if they were close to their FP return time and used their discretion.

Yes, it actually brings the person's name up and what their fastpass is for and the time. We've seen many people try to go through without a fastpass at all for that ride and so they've had to turn them away. I haven't seen too many go through with the blue light but I know last year we were past our FP window even with the grace period for Jungle Cruise (We were waiting to meet Aladdin and it ended up taking way longer than expected) and we explained to the cast member and she let us go through. So in that instance our light did turn blue.

Yes, I got a blue mickey once when I showed up two minutes before the 5 minute grace period by mistake. The CM made me wait the two minutes :P

Last trip there were so many MDE problems with one of them being that random members of our party would disappear from the app when I tried to modify a FP so we had about 3-4 rides one day where 3 of us were green and the 4th person was blue as not having a FP but that person was waived through every time (sounded like they were seeing that a lot that day).

We have also had instances where we ended up with extra people joining our party and the CMs graciously allowed them to come as well. For the most part the blue light alerts the CM that there is something they need to review, as someone mentioned it could be a DAS and they have to make sure the person with the DAS is actually riding or it may be they don't have a FP for the ride.
