We rented from Big Orange this last trip, didn't like that you had to be there to meet them and they happened to not call to let us know when they were there. But my mom would like an ECV with a cover next time, we are going during hurricane season. Who has them at reasonable rates?
 
Bring a poncho to cover the ECV and a shower cap to cover the tiller ( the part you use to drive the ECV with)

    They do rent smaller, 16 inch wide wheelchairs, suitable for smaller people (and children) between 80 and 135 pounds.
    Apple has many good reviews from DIS posters and is a long time favorite. There have been some recent (2015 and early 2016) negative reviews.

    They also service and repair personal equipment.
    Buena Vista has many good reviews from DIS posters and is a long time favorite.

    They rent ECVs, standing ECVs, manual wheelchairs, single and double strollers (weight limit to 60 pounds).
    From what I can tell, this company provides strollers, wheelchairs and ECVs for the WDW parks; and probably pool chairs. They also rent the large grey ECVs that can be rented in the parks, plus a form of Standing ECV that guests can drive from a standing position. Here is a link to a thread about them, with pictures.

We will NOT list a company on the FAQs thread without a significant number of recommendations from established posters. Also, some companies encourage/promote allowing children to ride as passengers on scooters. We will not knowingly post a link to any company that encourages behavior that is unsafe and companies that manufacture ECVs specifically warn against in their instruction manuals.

If you need specialized equipment, like reclining wheelchairs or tilt in space wheelchairs, I would look here first.
They also have a variety of Special Needs Strollers.
There is little feedback from DIS posters, but probably not surprising since they have more specialized equipment.
 
If you are talking about having a canopy you will have to check the websites for accessories or call them. Usually there's an up charge for one.

Keep in mind the canopy itself might not keep out the rain. You may still have to jimmy up something over the canopy and sides to protect from rain.

If you are just wanting to cover the tiller to protect the electrical components shower caps work. Ponchos will cover the tiller and seat.

Try to keep tabs on the weather. Park your scooter under protection like when going to a restaurant.
 
And, remember that the canopy can limit her vision (especially behind and to the sides) but even forward, if, for example, she is parked close to a building, she might not be able to see "up" the side of the building due to the canopy.

Not to mention that the canopies are bulky, don't do a good job of keeping out the rain (that's why so many ponchos are sold at WDW) and are generally considered a nuisance by the large majority of folks. They block the view of people who have to stand behind them, they cause problems when boarding/disembarking on buses and boats (due to visual limitations) and they make the ECV feel HUGE in terms of the physical space it takes up.

There are umbrellas that can be moved to help with the sun/wind, and be taken down easily (at night and on the bus, etc.) that can be purchased from Amazon. This is the style I have, however, although it works really well, I rarely use it at WDW, simply because it is more trouble than it is worth.
 
A couple of years ago, we rented from Walker Mobility. They had a special at the time on a "Princess Model" - bright pink with a small canopy. Absolutely loved it! Did nothing for the rain, but provided lots of shade without limiting cart.JPG my view.
