I would definitely bring a stroller for a 4 year old. I brought the double stroller when they were 3 and 5, and will bring it this time when they are 4.5 and 6.5. It's not just the amount of walking, but also the crowds. My oldest gets very overwhelmed in crowds. With the stroller, she can pull down the shade and hide from the world.
Honestly, the only time we didn't use the stroller is when she was 11 months old, and she hated the stroller, we had to carry her everywhere. Put her in the ergo, and she was great...but the issue was the same, she was overwhelmed with seeing lots of strangers and comfortable looking st mommy or daddy.
