Well maybe the meat doesn't taste good. You're not gonna eat something if it tastes horrible. It's also gotta be expensive because you'd have to import it from wherever you find them. You could breed them elsewhere, but not as many would survive. Anyway, why would you want to eat a penguin? They're too cute to eat...
