Does WDW allow guests to help pilot the Liberty Belle like they do the Mark Twain?
 
They did in the past. We've done it several times.

Best thing to do is to ask just before you board.

I saw a video where they allowed guests to ring the bell, blow the whistle, and "steer". They were also given certificates
 
I did this a few weeks ago. Just ask the wheelhouse cast member :)
 

1) You do not "steer".
2) The Liberty Belle runs on a guide rail under the water.
3) The "wheel" just spins.
4) But, you CAN walk up to the wheelhouse.
5) The "captain" will allow you past the rope.
6) You can spin the wheel and blow the whistle.
7) Afterward, you get a certificate as a co-pilot.


NOTE1: The captains have "steam" and "boiler" certifications
in order to operate the boat.

NOTE2: The whistle can ONLY be blown at specific places and
for a VERY SPECIFIC amount of "toots". The whistles have very
specific meanings and must conform to the COAST GUARD signal
rules. (eg, 2-short-blasts for ships passing). Steam trains also
use whistle codes (eg, 3-long-blasts for backing up). All of these
codes are used at WDW and operators are tested on them.
