Cherry Tree Lane could be built without any disruptions to park flow, what’s the hold up?

Cherry tree lane in Epcot would be mainly a facade, I don’t understand why they had to cancel it. Seems to be a cheap and effective project. Any thoughts on whether or not we will see it come to life? And the point of scraping it in the first place?

There was also supposed to be an attraction involved rumored to be an off the rack flat ride or enchanted tales with Belle style character interaction tied to the project
