What, exactly, does "intermittently" mean? If we show up during the specified time, what are the chances we'll actually see the character?
 
I think it means that you might show up when the character is on their break. Last year Marie was in Epcot. I saw her and there was a line, so I went and got a drink. By the time I got back, she was gone but one of her escorts told me she would be back soon cause she went to get some catnip.

It means that the characters take "breaks" during that time.

There will be a good chance you'd see that character out within 0-50 minutes
of the time you arrive.
