I know you're going to say and the ability for mobile booking and redemption of fastpass using the DL app, but don't they have that ability now already?

I thought AP holders already got the photopass with unlimited d/ls for one year from picture taken for free.

Maxpass is more than photos its also digital FP booking. Disneyland cannot do much with their app right now, they don't have mobile FP's yet.

Certain levels of DL APs do already include digital downloads.

No. So far no advance booking. That's a pretty big difference.

No advance booking makes sense for Disneyland though. Disneyland is a locals park. People don't know if they will be going to DL 60 days in advance.

Paper FP staying (for now). Upgrade will let you book same day on the app. No magic bands. And so far no wifi in the parks.

It's still kinda weird to me the pricing structure for DL vs WDW

Which is what was expected. I would expect wifi to come though.
