Okay, I'm back after getting snowed out for a while

This is from Toontown, right? and not listed as an attraction so, not from Donald's boat or Mickey's garage, right? Is it related to a shop or food service? or just out as part of the ambiance? There are a lot of little extras around Toontown.....
