I am on level 33 and have not had to use the safari hats yet either. I have to agree with the earlier post though you just have to wait for enough energy to play the hidden games. Not much else to do. I even cleaned up my kingdom and redid it again differently.

How do you craft permits? The only time I get a permit is when I get a new level, but it sounds like other players craft them somehow.

I think you need to ask your 'neighbors' to help you get a permit.

I am wondering how to get a new habitat. All I have are the Lions. Does anyone know???

I can ask for water bottles, film & fruit when building a habitat but there is no way to ask to craft a permit.

Once you have all of your lions 'built' and you have enough points to get to a new level, you should be offered the first piece of the next habitat.

I am on Level 23 but have never been offered another habitat. I can ask friends for a permit or signature. Maybe everyone's is different.
And...I have over 40 safari hats that I don't know what to do with. LOL
