Well, there's Extra Magic Hours for resort Guests. Nothing - not even Fast Pass - allows Guests to jump to the head of the line, but... generally there are many, many fewer Guests at EMH than when a park is open to the general public.
Fast Pass allows you to enter the attraction through a different line than the usually longer standby line - but most times, there's still a line. As far as I remember, Fast Pass has always been available to every Guest. There's never been a resort Guest-only restriction. You might be thinking of Universal?

it's crappy at universal. i love that place but non-resort guests paying for a fastpass?!?
daylight robbery, and such a rip off! they need to rethink and take a page out of disneys book |

Yes, I think you are thinking of Universal. Disney's FastPass has always been available for anyone and has never been a "front of the line" pass. It just allows you to come back at a specific time and bypass the standby line. I have been in fastpass lines that still took 20 minutes or more and that was not even in busy times.
Once you get a fastpass for one ride you are not able to get another one until your time window opens up to return to that ride. And for the very popular rides they often run out of fastpasses early in the day, like for Soarin, and Everest and I am guessing that will also happen with the new Toy Story ride, assuming that it has fastpass. I haven't checked into that yet, but I am guessing it will. EMH is still a great strategy, especially the morning one. Get a fastpass for your favorite ride, ride it once with a quick standby line and then get off and you can usually ride again pretty soon with the fastpass.

A few lucky people each day can randomly win a "Dream Fastpass" which is essentially a fastpass that is good for all rides all day. You still don't jump the line, you just get short waits at every ride and don't have to get a fastpass from each kiosk. Gives you a little more flexibility. I don't know how these get awarded, I think they're just randomly handed out as part of the Year of Dreams promotion? |

I wouldn't rely on this though. I have heard reports from people that they were denied access after their fast pass time. You can always try, but if you are told you can't get in then you need to just cut your losses and get in the standby line or get another fast pass.
