I think it is fine to lower the water level on PART of the pool. Even the majority would be okay with me, but they should leave some deeper areas for those who like to swim, rather than splash and play. Even a little section. 3' in my opinion is way too low. And my kids will definately not go in a pool that shallow. Not a huge deal for us, because we don't spend much time at the pool, but many others do.

When we were at por, the quiet pool at mansion seemed to be 5 feet but don't know if they filled it in.

POR and CBR "quiet" pools all have deep ends. The "circle" pool at CR does as well.
