If you are staying onsite, you can enter with the ETPE crowds and make your way to Batuu. The best suggestion to be towards the front of the ETPE crowds is to arrive at your park transportation 90 mins before ETPE begins.

Rereading this, I don’t think there is any way possible for your cousin to tap into another park then still navigate to meet you in time for DHS ETPE. Logistics are just too great and travel time takes too long between parks. I would recommend to continue trying to get them a DHS reservation...

Generally an early closing is a private event or cast member event. An early closing often triggers lower crowds as guests want more time in the park. In reality, these are often perfect days to choose to go to the park and experience lower crowds!
